The specification specifies the requirements for filling in and Issuing the basic information of emission permit application and issuance of emission units in rubber products industry and plastic products industry, production and emission links and corresponding discharge outlets, determination of allowable emission limits, feasible technical requirements for pollution prevention and control, calculation of actual emission and determination of compliance, as well as self-monitoring, environmental management account and compilation of emission permit implementation report System and other environmental management requirements.

Plastic products industry mainly refers to the production of various products with synthetic resin (polymer) as the main raw material and processed by extrusion, injection molding, blow molding, calendering, lamination and other processes, as well as the activities of processing and reproducing plastic products with recycled waste plastics, excluding the manufacturing of plastic shoes.
The plastic industrial sewage disposal unit refers to plastic film manufacturing, plastic plate, pipe, profile manufacturing, plastic wire, rope and woven products, foam plastic manufacturing, plastic artificial leather and synthetic leather manufacturing, plastic packaging boxes and containers manufacturing, daily plastic products manufacturing, artificial lawn manufacturing, plastic parts and other plastic products manufacturing sewage units.
The standard specifies the requirements for filling in and Issuing the basic information of emission permit application and issuance of emission permit of plastic products industrial pollutant discharge unit, determination of emission limit, calculation of actual emission and determination method of compliance, as well as environmental management requirements such as self-monitoring, environmental management account and implementation report of emission permit, and puts forward feasible technical requirements for pollution prevention and control of plastic products industry.
The specification is applicable to guiding and standardizing the pollutant discharge units of plastic products to fill in relevant application information on the national pollutant discharge license management information platform, and guiding the pollutant discharge license issuing authority to review and determine the pollutant discharge license requirements of rubber and plastic products industrial pollutant discharge units. Basic information filling requirements
The basic information of the pollutant discharge unit shall be filled in with the name of the unit, whether rectification is required, management category of the pollutant discharge permit, postcode, industry category, whether the unit is put into operation and the date of putting into operation, longitude and latitude of the center of the production and operation site, whether the location belongs to the environment sensitive area (such as the air pollution prevention and control area, total phosphorus and total nitrogen control area, etc.), whether it is located in the industrial park and its industrial park Name, environmental impact assessment approval document number (filing number), local government's identification or filing document number for illegal projects, document number for total amount distribution plan of key pollutants, total amount index of particulate matter (T / a), total amount index of sulfur dioxide (T / a), total amount index of nitrogen oxide (T / a), total amount index of chemical oxygen demand (T / a), total amount index of ammonia nitrogen (T / a), total amount of volatile organic compounds (VOCs) Indicators (T / a), total amount of other pollutants involved, etc.
There are many production facilities involved in the pollutant discharge unit. When applying for the pollutant discharge license, the main production units and production facilities in the "plastic products industry" of this standard shall be filled in accordingly. Production facilities with actual pollution production can not be omitted, and those without pollution production can not be omitted.
The air pollutant indexes of plastic products industry mainly include dimethylformamide, particulate matter, VOCs, non methane total hydrocarbon, odor pollutants, etc.; the water pollutant indexes mainly include pH value, chroma (dilution multiple), suspended solids, chemical oxygen demand, five-day biochemical oxygen demand, ammonia nitrogen, dimethylformamide (DMF), etc; In addition, the pollutant discharge units that implement the discharge standard of pollutants for synthetic resin industry (GB 31572) shall also select characteristic pollutant indexes.
Allowable discharge limit of pollutant discharge unit
The permitted emission limit value refers to the maximum emission concentration (or rate) and emission amount of pollutants allowed to be discharged by the pollutant discharge unit as specified in the emission permit.
The permitted emission limits of this standard include the permitted emission concentration and permitted emission of pollutants, and the permitted emission includes the annual and special period permitted emissions. The annual permitted discharge refers to the maximum amount of pollutants that the pollutant discharging unit is allowed to discharge for 12 consecutive months. At the same time, it is applicable to the assessment of the actual emissions in the natural year. According to the requirements of environmental management (such as dry season, etc.), the local competent department of ecological environment with the right of issuance can refine the annual permitted emissions quarterly and monthly.
In accordance with the accounting method for the permitted emissions specified in this standard and the total emission control indicators of key pollutants decomposed and implemented to the pollutant discharge units according to law, the permitted emissions shall be strictly determined. For the pollutant discharging units that have obtained the approval opinions of environmental impact assessment on or after January 1, 2015, the permitted emissions shall also meet the requirements of the approval opinions of environmental impact assessment documents.
Pollutants requiring permission to discharge
In the plastic products industry, the main emission outlets of waste gas from the units that manufacture artificial leather and synthetic leather shall apply for the permitted emissions of particulate matter and volatile organic compounds, and the main emission outlets of waste water shall apply for the permitted emissions of chemical oxygen demand and ammonia nitrogen; For the main discharge outlets of spraying (including spraying and leveling) and drying waste gas involving spraying process and annual solvent type coating (including diluent) of 10 tons or more, the permit discharge amount of particulate matter and volatile organic compounds shall be applied.
The pollutant discharging units located in the total control area of total phosphorus and total nitrogen specified in the official documents issued by the State shall also apply for the total phosphorus and total nitrogen emission permits respectively.
Type of discharge
The waste gas discharge outlet of the blowdown unit is divided into main discharge outlet and general discharge outlet. The waste gas outlets of plastic leatherette and synthetic leather manufacturing process in key management units are the main outlets (including water-based and solventless synthetic leather manufacturing process waste gas outlets are general outlets), and the waste gas outlets of spraying (including spraying and leveling) and drying (including spraying and leveling) with an annual volume of solvent-based coating (including diluent) of 10 tons or more are the main outlets Outlet; other exhaust gas outlets are general outlets.
The wastewater discharge outlet of the blowdown unit is divided into the general wastewater discharge outlet (discharge outlet of comprehensive wastewater treatment facilities in the plant area) and the separate domestic sewage discharge outlet. The discharge outlet of the comprehensive wastewater treatment facilities in the plant area of the pollutant discharge unit of plastic artificial leather and synthetic leather manufacturing included in the key management is the main discharge outlet; other discharge outlets are general discharge outlets.
Self monitoring scheme of pollutant discharge unit
In the self-monitoring plan, the basic information, monitoring points and schematic diagram, monitoring indicators, emission standards and their limits, monitoring frequency, sampling and sample preservation methods, monitoring analysis methods and instruments, monitoring quality assurance and quality control, self-monitoring information disclosure, etc. of the pollutant discharge unit shall be specified. Among them, the monitoring frequency is the monitoring period for obtaining at least one effective monitoring data.
For the pollutant indicators that adopt automatic monitoring, the pollutant discharging unit shall truthfully fill in the pollutant indicators, networking conditions, operation and maintenance conditions of the automatic monitoring system. For the pollutant indexes not requiring automatic monitoring, the pollutant discharge unit shall fill in the pollutant discharge outlet, monitoring point, monitoring method, monitoring frequency, etc. for manual monitoring, the production load shall not be lower than the average load in this monitoring and the last monitoring cycle.
Monitoring technical means
The technical means of self-monitoring include manual monitoring and automatic monitoring. For the indicators required by relevant management regulations to adopt automatic monitoring, automatic monitoring technology shall be adopted; for the monitoring indicators with high monitoring frequency and mature automatic monitoring technology, automatic monitoring technology shall be preferred; for other monitoring indicators, manual monitoring technology can be selected.
Among them, the pollution sources that plastic products industrial pollution discharge units shall carry out self-monitoring include all pollution sources that produce organized waste gas, unorganized waste gas, production waste water, domestic sewage, etc. The main discharge outlet of waste gas shall be subject to automatic monitoring of particulate matter and non methane total hydrocarbon (spraying process), and the main discharge outlet of waste water shall be subject to automatic monitoring of flow, pH value, chemical oxygen demand and ammonia nitrogen. VOCs is specified as the comprehensive control index of volatile organic pollutants in GB 21902 standard implemented by the pollutant discharge unit of artificial leather and synthetic leather manufacturing, which shall be followed after the release of relevant on-line monitoring technical specifications.
Abnormal conditions
Waste gas: the discharge of pollutants under abnormal working conditions, such as startup and shutdown (work, furnace), equipment maintenance, abnormal operation of process equipment, and the discharge of pollutants under the condition that the emission control measures fail to reach the due efficiency.
Waste water: in case of abnormal drainage of waste water treatment facilities, if it cannot meet the requirements of discharge standards, it shall not be discharged directly into the external environment, and can only be discharged after the waste water treatment facilities resume normal operation and meet the requirements of discharge standards.
Environmental management account
When applying for the pollutant discharge license, the pollutant discharge unit shall, in accordance with the provisions of this standard, specify the requirements for environmental management account records in the national pollutant discharge license management information platform. The local competent department of ecological environment with the right of issuance may, in accordance with laws, regulations, standards and specifications, increase and tighten the requirements for records. The pollutant discharge unit may also increase and tighten the record requirements on its own. The record contents include basic information of pollutant discharge unit, operation management information of production facilities, operation management information of pollution prevention and control facilities, monitoring record information and other environmental management information.
The recording frequency shall be recorded by batch or day in principle. For the basic information that has not changed, the pollutant discharge unit shall record it once a year; for the basic information that has changed, it shall record it once a year. The standing book shall be managed in the form of electronic storage or paper storage, and the retention period of the standing book shall not be less than 3 years.
Discharge permit implementation report
According to the reporting cycle, the implementation report of emission permits is divided into annual implementation report and quarterly implementation report. The pollutant discharging unit shall submit an implementation report within the time limit specified in the pollutant discharging license. The pollutant discharging units under key management shall submit annual and quarterly implementation reports. For the year with more than three months' license, the reporting period is the whole year (NATURAL year); for the year with less than three months' license, the annual implementation report may not be submitted in the current year, and the implementation of emission permits shall be included in the next annual implementation report.

Content of compliance determination
Compliance means that the permitted items of the pollutant discharge unit conform to the management regulations of the pollutant discharge permit. The compliance of permit items refers to that the location and quantity of discharge outlet, discharge mode, discharge direction, discharge pollutant type, discharge limit and environmental management requirements of pollutant discharge unit conform to the provisions of pollutant discharge permit. Among them, the compliance of discharge limits means that the actual discharge concentration and discharge amount of pollutants of the pollutant discharging unit meet the requirements of permitted discharge limits. Compliance of environmental management requirements refers to the implementation of environmental management requirements such as self-monitoring, standing book record, implementation report and information disclosure by pollutant discharge units in accordance with the provisions of emission permits.
