With the deepening of regional economic integration, the international division of labor is gradually refined. It is impossible for any country to achieve the goal of maximizing its benefits only through its own resources. Only by actively participating in international cooperation and making all kinds of factors of production fully flow among countries can the optimal allocation of resources be achieved. In the aspect of agriculture, it is still the same. In the context of economic globalization, strengthening regional cooperation in agriculture has become an important way for the economic development of all countries. Russia is connected with China by mountains and rivers. It is not only geographically adjacent, but also has strong complementarity in cooperation. Regional cooperation has unique conditions. The analysis of this paper is based on the complementary characteristics of agricultural cooperation between the two countries. By analyzing the comparative advantages of each factor in the agricultural field of the two countries, the flow direction of the elements of agricultural cooperation between the two countries is clear, and practical suggestions are put forward for the existing cooperation problems, which is of great significance to promote the agricultural cooperation between the two countries. Based on the study of agricultural cooperation between China and Russia, this paper analyzes the agricultural cooperation between the two countries from the perspective of complementarity.
The feasibility of agricultural cooperation between China and Russia is proved to be high by using Marxism and economics, and the above conclusions are confirmed by normative analysis of the feasibility of cooperation. Through the analysis of the current situation of agricultural cooperation between the two countries, the problems in the complementary cooperation between the two sides are found. In order to solve these problems, this paper uses the historical experience of international agricultural cooperation for reference, and makes a comparison and selection of models; and uses the method of normative analysis and empirical analysis to analyze the complementary cooperation of production factors and agricultural products trade, This paper comprehensively and systematically analyzes the agricultural cooperation between China and Russia; in order to measure the effect brought by the complementary agricultural cooperation between China and Russia, this paper makes an overall analysis and case analysis from three aspects of economy, society and ecology; finally, it puts forward the strategic thinking of expanding and deepening the complementary agricultural cooperation between China and Russia. Based on the theoretical research of many scholars, this paper puts forward that the agricultural cooperation between China and Russia can strengthen the international division of labor, and introduce the scarce elements needed by each other, so as to greatly improve the agricultural productivity of the two countries and promote the construction of agricultural modernization. The optimal utilization of resources and the economic benefits brought by the two countries' agricultural cooperation also conform to the basic theory of economics. Through the analysis of the external conditions of agricultural cooperation between China and Russia, this paper finds that the two countries' economy shows the momentum of rapid development, which provides the basic guarantee for the two countries' agricultural development, and the corresponding agricultural policies formulated by both sides will also make the agricultural development to a new level. At the same time, the current international environment has a great impact on the agricultural development of China and Russia, and these external factors are promoting the large-scale agricultural cooperation between the two countries.
In the analysis of the internal conditions of agricultural cooperation between China and Russia, it can be clearly concluded that China and Russia are highly complementary in the field of agriculture, which is clearly reflected in the production factors and agricultural products. Through the analysis of internal and external aspects, it is considered that complementary agricultural cooperation is very feasible for both sides. In addition, through the introduction of SWOT analysis, it is found that the competitiveness of China's basic factors of production is insufficient while Russia's advantage of advanced factors of production is not obvious. Based on the analysis of the current situation of agricultural cooperation between China and Russia, this paper makes an in-depth discussion on the three aspects of cooperation in the production process, agricultural science and technology cooperation and agricultural product trade cooperation, and finds that the agricultural cooperation between China and Russia is still at a relatively low level, a relatively small scale, and a state of cooperation dominated by private development, which has not reached the level of cooperation as two world powers. On this basis, the paper summarizes five problems in cooperation. From the analysis of three aspects of labor service cooperation, science and technology cooperation and agricultural trade cooperation between China and the United States, Israel and ASEAN, it can be concluded that the agricultural cooperation between China and Russia involves a series of models. In the process of further deepening the complementary cooperation, it is necessary to clarify the specific models applicable to the agricultural cooperation between China and Russia, The complementary cooperation model is the most suitable model for agricultural cooperation between the two countries. This paper makes a detailed analysis of the investment and international flow of the four main elements in the agricultural cooperation between China and Russia, and clarifies the position of the two countries when they carry out in-depth cooperation on one aspect: Russia has comparative advantages in terms of land elements and scientific and technological elements, while Russia is mainly an exporting country in cooperation; China has considerable comparative advantages in terms of labor elements, The agricultural labor force can be transferred to Russia; the advantages of both sides in terms of capital elements are not obvious and complementary, so we should pay attention to this feature in cooperation. The level and direction of science and technology development in China and Russia are not the same, and there are objectively differences and gradients in science and technology. This will provide a broad space for the development of agricultural science and technology cooperation between the two countries. At the same time, the paper also analyzes in detail the agricultural products trade cooperation between China and Russia. Although Russia has set some policy barriers that hinder the agricultural cooperation between the two countries in order to protect its own agricultural development, because it has joined the WTO, these barriers will be gradually eliminated, so the environment for cooperation between the two countries will be gradually relaxed; from the quantitative model analysis, it can be seen that the trade cooperation between the two countries is highly complementary, The two sides can export their advantageous products to each other stably and sustainably to realize complementary cooperation in agricultural trade. Therefore, the agricultural trade cooperation between the two countries will be an extremely important part of the agricultural cooperation between China and Russia, with a good prospect. The complementary agricultural cooperation between China and Russia will bring greater benefits to the two countries. This paper expounds the effects of Sino Russian agricultural cooperation from three aspects of society, economy and ecology. The agricultural cooperation of the two countries not only stimulates the economic growth, but also benefits the two countries in social development and ecological protection. This paper constructs the game model of benefit distribution between China and Russia, and discusses the effect and benefit distribution of agricultural complementary cooperation between China and Russia from theoretical analysis to quantitative analysis.
Based on the existing problems in the agricultural cooperation between China and Russia, according to the complementary advantages of the elements of agriculture between China and Russia, the paper puts forward the strategic thinking of expanding and deepening the agricultural cooperation between China and Russia. From the perspective of the country, this paper puts forward four policy suggestions on agricultural cooperation from the perspectives of mutual trust, long-term cooperation strategy, law and service system. In view of the agricultural science and technology cooperation between China and Russia, this paper puts forward some suggestions on the introduction of technology and the transformation of achievements; on the issue of how to carry out labor service cooperation and capital cooperation, this paper puts forward some feasible suggestions; on the issue of agricultural trade cooperation, this paper puts forward relevant countermeasures and suggestions from both macro and micro perspectives. There are many elements involved in the agricultural cooperation between China and Russia, and there are countless links between them. Therefore, it is unscientific to apply the research results of one element directly to all aspects of the cooperation. At present, the systematic research on the elements of agricultural cooperation between China and Russia is relatively rare, and the complementary trend in agricultural cooperation needs to be further analyzed and empirical research to provide theoretical guidance for China's agricultural cooperation with Russia. reduction
