Hello!
At present, the spread of domestic epidemic in Wuhan is basically blocked, but the risk of sporadic cases and local outbreaks still exists, and the input risk of the spread of overseas epidemic is increasing. If you have a plan to return to China in the near future, the school has prepared a guide for you to return to China, hoping to help you minimize the risk of infection and return to the motherland safely and smoothly.
1、 Pay attention before returning home
1., China's novel coronavirus pneumonia prevention and control requirements and health tips should be closely monitored by the Ministry of foreign affairs, China CDC and the Beijing municipal centers for Disease Control and prevention.
2. Do a good job in personal protection, try to avoid unnecessary going out and gathering, and do not go to countries and regions with epidemic situation. In case of fever, fatigue, dry cough or other uncomfortable symptoms outside China, please keep calm and go to the nearest hospital in time, keep away from the crowd consciously, cooperate with the local medical institutions to take isolation observation or other prevention and control measures, and report to the Chinese Embassy and consulate.
3. Report to the community (Village) to be lived in after isolation in advance. After the community (Village) assessment is approved, the students contact their college to submit the application and fill in the application form for entry of overseas Chinese students during the epidemic prevention and control period of Beijing Forestry University (see the attached table). The school will contact the community (Village) to be lived for spot check. Actively cooperate with the school to do a good job in epidemic prevention and punch in. Report the physical condition, location and other information through Beilin teachers and students' safety reporting system in a timely manner every day, without any omission.
4. In case of flight stoppage and other situations, contact the airline to sign another flight back to China in time, or call the global consular protection and service emergency hotline of the Ministry of Foreign Affairs (24 hours) + 86-10-12308 or + 86-10-59913991 for guidance or report to Chinese embassies and consulates abroad. If the visa expires and cannot be extended by itself, you can ask for help from the Chinese embassy or consulate abroad. If you are a group tourist, please report to the group travel agency for coordination. You can also call the domestic 12301 tourism complaint hotline or contact the Chinese Embassy and consulate abroad. Or contact with the college counselor, international cooperation office, research and Engineering Department (graduate student), learning and Engineering Department (undergraduate student) to find the best solution.
5. Please abide by local laws and regulations, protect rights rationally according to law, and do not cause trouble in relevant foreign departments or airports, causing unnecessary trouble. If you have financial difficulties overseas, please find ways to contact your relatives, friends and teachers in China for help.
2、 Pay attention on the way home
1. Try to choose direct flight route to reduce transit risk, and prepare personal protective equipment such as masks, hands-free disinfectants, etc. During the journey, wear masks and wash hands frequently, try to reduce close contact with others and avoid going to crowded places. It is recommended to record in detail the travel information (hotels, restaurants, scenic spots, vehicles, etc.) and close contact with personnel abroad.
2. From 0:00 (Beijing time) on March 23, all international passenger flights with destinations in Beijing must enter from 12 designated first entry points, namely, Tianjin, Shijiazhuang, Taiyuan, Hohhot, Shanghai Pudong, Jinan, Qingdao, Nanjing, Shenyang, Dalian, Zhengzhou and Xi'an. The first entry point designated by each airline's flight can be inquired on the Civil Aviation Administration and the airline's official website. Students on the above-mentioned international flights will be quarantined at the first entry point, go through the entry formalities and clear the baggage. Students who meet the boarding requirements can take the original flight to Beijing. The goods are cleared in Beijing. The arrangement and relevant measures of the first entry point designated for international flights to Beijing will be adjusted according to the situation of the epidemic situation. Please pay attention to the relevant information in time.
3. Beijing has adjusted the list of high-risk countries and regions again. Specifically adjusted to: 25 countries and regions including the United States, Spain, the United Kingdom, Italy, Germany, France, Iran, the Netherlands, Sweden, Switzerland, Norway, Denmark, Belgium, Austria, Portugal, the Czech Republic, Greece, Israel, Australia, Canada, South Korea, Singapore, Malaysia, Hong Kong, Japan, China.
4. Students returning to China should declare their health actively and truthfully according to the requirements, and cooperate with the health quarantine of the Customs Department. In case of fever and other symptoms, personal protection shall be done well in the whole process to avoid contact with others, and report to the customs actively, without concealing the condition.
3、 Pay attention to it after returning home
1. To comply with the domestic regulations on epidemic prevention and control in the places of return, and cooperate in isolation. Those who refuse to wear masks and use violence or threats to obstruct state organs and Red Cross workers from carrying out prevention and control measures such as epidemic prevention, quarantine, compulsory isolation, isolation and treatment taken to prevent and control sudden infectious diseases and other disasters in accordance with the law shall be dealt with in strict accordance with the law.
2. From 0:00 on March 25, all the students entering from Beijing port, regardless of destination, will be isolated and observed on site and tested for nucleic acid; within 14 days, all the students entering from other ports will be isolated and observed and tested for nucleic acid. The expenses of isolation and observation shall be borne by oneself, and the expenses of detection shall be carried out according to the relevant regulations on whether to participate in the basic medical insurance or purchase the commercial insurance. The cost of diagnosis and treatment shall be settled according to the original channels (public medical treatment, medical insurance and medical insurance). (the entry policies of other ports are basically the same, not to be listed one by one.)
3. For those who enter Beijing from other ports within 14 days, they shall go to the assembly point set up at the site in time after arriving at the station by air or train to cooperate with the transfer work; for those who enter Beijing by road, they shall report their personal information truthfully and cooperate with the transfer work after arriving at the inspection station. Those who conceal the exit history and intentionally evade the centralized observation will be exposed and dealt with seriously according to law.
4. Students should report to the college immediately after entering the country, update the location information of Beilin teachers and students' report safety system in time, and fill in the information of "Jingxin help" system; report to the isolated community (Village) to ensure that they are effectively included in the grid management of the community (Village). After arriving at the community (Village) through isolation observation, obey the unified command and management of the local people's government and the community (Village), and implement the control measures for entry personnel. Anyone who conceals the history of overseas residence shall be investigated for responsibility according to law.
